Its not about AI cheating its about AI having funds to make game a challenge, if you apply the same economic caps as they player gets , campaign will be a walk over for they player.
Best option imo is learn how to play better, and learn how to make a good economy to fund good armies. Or use an easier campaign difficulty which basically reduces the buffs the AI gets to economy and pubic order etc.
The misconception ppl have is what campaign difficulty does. It does not impact how good Campaign AI is, just impacts the resources the AI has to play against the player,(and its diplomatic power) so they can field more and better units , if the AI is destitute (which it quickly will be if using player level economy) the game will be a walk in the park, and pointless imo.
Just because you can own own a region does not mean you should. What and where you build makes a huge difference,without a good economy u can't field decent armies.
This guide is dated but basic ideas/concept is still sound and will apply Rise of Rome just as well as Grand Campaign , just specifics (like what provinces to use) may differ. You have to have a good economic strategy to beat game on higher difficulty levels. This guide was also writtent for DEI , so bare that in mind, vanilla has no population mechanic for example.
