Hostile NPC's were actually planned back when Nelson first introduced the Liberator's NPC's, though the idea was scrapped due to difficulties, I'd imagine it'd be difficult for any curated maps to include them since the only real way to make new enemy types is to create animals, hence why the lurkers/anomalies in Buak are classed as animals
