can i have infinite money?

i know that it's possible if you change the files, but there is another way?

You can use WeMod or you can start a new game with dev mode on which includes inf. money

yes you can. Here are your options

Options - When you start a new prison, There are some options you can enable before you can create a prison. When you scroll to the bottom of these options, There should be some options like developer tools and infinity money, etc. Should help
