AFAIK the workshop mods won't load if you run the exe directly (aka not from Steam), but you can always move those workshop folders to that Mod folder.
I just looked there and there are only two folders with workshop IDs but neither matches (and only one has a single file in it so its not one of those)
I tried running the game from my steam library (right click -> play game) since I thought running from the exe might be the problem. Still nothing.
I notice I have a *.acf file in my workshop directory. Its text-readable and it seems to be the list of mods that I have subscribed to. Is steam supposed to read this file and then download them?
