So I'm trying to rebuild the Caribbean Championship.
The structure should be as follows:
- Preliminary Phase:
25 league champions meet in a cup tournament of 3 rounds to determine 4 winners.

- Group Stage:
The 4 winners of the Preliminary Phase meet champions and runners-up of Jamaica, Trinidad, Guadeloupe, Guyana, Suriname and Haiti. 4 Groups of 4 teams will each determine one playoff team.

- Playoff:
Semi Finals, Third Place Match, Final

So far so good. The preliminary phase is working. Now my question is how to get the 4 leftover teams of the Third Round of Preliminary Phase into the Group Stage. Whatever I try, the editor tells me there are not enough teams. The Group Stage system itself is working if I instead use 4 other random teams. Maybe someone with experience on this can help me out?
