Creating Mods

I would like to make some Mods but have an issue I can't figure out.

First is it possible to create a map for a Mod from scratch, of must you choose the world map and modify it?

Second, if I wanted to create a mod in an earlier age is it possible to create new unit types? If so, how do I do that?

You have to select a pre existing mod, and wipe it clean. Which isnt hard to do that. As far as new unit type. What do you mean?
