Cannot access workshop items in game

I've read solutions to this question previously, however I cannot find the "Workshop" button in the main menu of the game. Has it been disabled? If not, can someone please tell me exactly where it is.

Workshop items can't be used in game. This is how they will be handled soon:

You can only preview them in a private match (wtih bots only) when you subscribe - but that applies only to weapons. Sharks are not supported (yet) in that way.
