ditto to this, I have subscribed to literally every mod in the workshop but only about a dozen show up as installed in the game... does anyone know if there is a loaded mod limit in the game?

I am having same issue, too. Like 90% of mods I subscribed are failing to show up in the list.

Waiting a Devs' reply for more specific help, my suggestion is to unsubscribe mods, clean Steam download cache from settings menu, reboot the PC, verify cache for Project Highrise, subscribe mods again.

Actually, apparently verifying game cache caused 90% of mods to disappear. Most of them are back on the list now.

Anyway, what led me to attempt this was that a number of mods I just subscribed today failed to show up on the list. I may have exceeded the limit of how many mods I can have at any time.

I am unsubscribing from a large "Modular Oversized Floor Level Signs" collection to reduce a number of mods to see this will help.

Though, what was interesting was that most of these mods returned to list only gradually. At least three restarts finally brought it back up to what it was before verifying cache.

Look like PH or Steam client doesn't fully re-download all mods at one time. Why this took a few startups to restore, I do not know.

I suppose that it's Steam related. Just yesterday, on another game happened the same behaviour with the workshop.

Yes, I was leaning towards Steam, because Europa Universalis IV had similar issue, IIRC.

They all disappeared from the workshop unless you click on your subscribed items
