If you have any mods installed there, try deleting them all and starting the game. Does the mod button appear (assuming you have subscribed to a workshop mod)?
Sorry, I already had you help fix it earlier. I made two copies of the same discussion. One was in the "Modding" discussion, the other in the "Workshop" discussion. I must have forgotton to get rid of them. Sorry for all the trouble.
