Change the drop chance

I Changed all drop rates to 100%, but it doesn't work.
is there any ideas for this?

1. Blueprint drop rates are per level, not per enemy, so you might need to kill every enemy of that type in the level to get it, even if it's 100%
2. Blueprint drop rates are restricted to 1 per level. So even if everything has 100% chance only one of them will actually drop
