I just had a question about the workshop policy for mods. Are we allowed to create mods such as variants for existing official heroes/villains?

From the policy, it seems the answer is no:
"Your Item may not implement official content, such as:

Existing Sentinels cards or decks from the core game or expansions
Established characters or other canonical elements from Sentinel Comics lore
Sentinels of Earth-Prime cards or decks
Sentinels of the Multiverse: Definitive Edition cards or decks"

But from the workshop engine documentation, it states: "Mods that create new content for Sentinels of the Multiverse require code that implements the logic of their cards. Mods can include heroes, villains, environments, and variants of existing content (either official characters or other mod characters)."

I assume the policy takes precedence over the engine documentation but would like clarification just to be sure.
