making a scenario for personal use - can't seem to get that to work. i want a country's government to be disabled without people starting to die from the chaos that'd ensue if i did it by putting the country in actual anarchy, but switching "allow further govt actions" to "not allowed" doesn't seem to do anything. am i missing something? is it glitched, or does "not allowed" actually allow governments to take actions? I Am So Very Confused
