Though your english isn't great I believe I have the thrust of what you are trying to say, I think I am having a similar issue. So the mods seem to download fine but in the mod menus in game some mods work, some are in the wrong sections (i.e. outfits in the weapons section and such) & don't work & some are in the correct sections but don't work. I have uninstalled all of the mods & re-installed them again and same thing.

Now my question is, Is there a way to fix this? I would like to try and fix it before I try uninstalling the game completely to see if that works.

I also have this problem. Mods are displayed both in the main menu and in the game, but the character does not change. In essence mod enabled or not, there is no change.
I completely formatted the PC, then I installed Steam and the game (on a hard disk other than C). Then I installed the mod (an armor for Noctis) and checked the .list file but nothing. Is there any way to solve it?
Could it be because there is no longer online support? Someone help us
