Perhaps if a picture of this UI is shared here then it would help us to better identify it.
Blue Skinned UI's are rare if they exist. Most are Dark, Silver or other tones.

I just started downloading mods within the last few days and swear I saw this mod here in the workshop. I have looked through every mod remotely related to gui/ui and cant seem to find it on here. Surely they didnt delete the mod just within the last couple of days. I should have just downloaded it when I saw it the first time....crap...
I believe that site is now named as the Torchlight Fansite. May have to contact Webbstre on the Runic Discord and see if he can get the account approved.

If the Steam Workshop has this available for TL2 then I didn't find it under a "TL1 UI" keyword search. It may be under a different name.
Another possibility is that it's a UI mod for the first Torchlight game.

Yeah, I think your right. Too bad, I was looking forward to having that look on TL2. I may have clicked on a link to that UI for Torchlight and thought it was for TL2 by accident. Thanks for letting me know though. I wish somebody would do that for this one. I imagine it would be very time intensive though to change the color for the whole UI or I would try it myself.
You're welcome and It isn't the first time Modders have desired that UI for TL2.
Indeed the issue is getting all the TL1 UI components unpacked then placed into their proper position for TL2.
