It is not ranked by the amount of subscibers, but by ratings. Highest priority is a 5 star rating, then 4 and 3, followed by items that are rated but got no stars yet. For showing getting a stars rating, a build needs a at least 20 ratings.

Well that would be good if people actually rated most of the stuff they donwload, BUT most people don't so why would they use that instead of using downloads is beyond me. Something that has 20 downloads and 5 ratings is rated somehow better then 400 downloads and no ratings??
