How to attract institutionalize tourists - ball game campaign
Anyone please tell me how to attract institutionalize tourists in the campaign "ball game"
I try to build everything about tourist attractions, every types of hotel, make alliance with USA, make the safety happiness to be very high, but still NONE of institutionalize tourist come to my island!!!! what is this? is it a bugs? Please help me clear this (T^T)

you don't "attract" them, build an asylum and use the action on them, it can be any tourist.
