Some of things that can cause this sometimes its just verifying mods also can be caused by removed or out of date mod, or Steam checking for mods on your PC when its checks synced save files

Do you use Steam cloud

Do you play offline

Do you use steam on other PC's

Do you use family share feature

Do you use mods - some cars

Do you use Steam cloud - yes

Do you play offline - when the internet is down maybe

Do you use steam on other PC's - no

Do you use family share feature - no

Could be most likely Steam cloud alot people using mods turn it off due to issue's it can cause on Steam's end

I just unsubscribed everything, that seemed to fix it .
