I have much to learn about what is a good mod that enhances the game and one that eliminates the desire to play it.
I've found that 'HPK Archiver' (from [https://www.techpowerup.com/forums/threads/tropico-3-4-5-hpk-archiver.113705/] ) has failed to extract some hpk files found in the wild, however nickelc's 'HPK Archiver for Haemimont Games Engine game files' has been able to extract these.

I've made a mod called Expanded Cheat Menu, which comes with some tools to debug mods
Fix: Missing build/upgrade icons
You can also use renderdoc to extract basic models, and import them into blender with: https://github.com/sbobovyc/GameTools/blob/master/Blender/import_pix.py
but they are basic models, you'll have to add a bunch of stuff. Head to the modders discord and check out the pin in asset-creation by bulletmagnet: https://discord.gg/7rX25ZE

I want to start modding, but I am unsure of step #1, step #2 of the process. Lets say you want to create a new building inside a dome where do you start ? Can someone be kind enough to point me a direction? I would greatly appreciate. I am retired and yes a gamer and yes a retired software developer...
