Blood Mod
I cut a monster's tale off and not a single drop of blood appeared. Hmm, only place I could find blood is at dead creatures corpse where a bunch of blood decals are positioned on the ground.
So, do you think with modifications it is possible to make blood exist in this game?

Sure. Take a look at the Nexus Mod Community. Theyre pumping out Mods every day. Mayber sometime soon we will see a Blood mod.

I'm not sure if modders have access to that part of the game. That would definitely take some scripting and right now most gameplay mods access something that is already in the game in the first place.

Possible? Absolutely. Plausible? I have my doubts.

..but what about nudity mod? ( like Toggle nudity from Conan exiles?)

The only thing possible with what we can do right now is replacing the critical effect with blood like the older games, and even that might not be doable right now.
