whisps are definately in the game, i had them and caught them ages ago.
i also cannot find any faires at all. not sure where they should spawn at tho.

i finaly found a fairy (it was blue and had no red aura so it was not a naughty fairy and i left it)
it was in that band between the beach area and the main center so maybe concentrait your efforts looking in that band area? that was also where i found the whisps last time the halloween / spookie day event rolled around
