I had same thing happen right after the Summer update. Basically there were some issues that got patched within a day, but anything that was put into workshop during that day got flagged/removed for being incompatible with the fixed game and whoever uploaded it got a 24 hour automatic ban from the workshop. By now you should be able to upload new creations.
