All cities grow when 60% or more of their needs are met.
Click on the city and then click on the panels, one of them will show what goods are in demand, for a smaller US city the list is often quite small - wheat, maybe wood, I can't remember the exact resources, but those are the first ones you need to satisfy.
Once you have those flowing to the city, one of the city detail panels should show a number more than 60% and the city will start to grow.
Be careful here.
When a city grows past a certain threshold, it will demand more variety of goods.
Click the city and look at that panel that shows what is needed, most of the items in the list will say they unlock at a certain level, so be aware that when you reach that level, You'll need to bring in more goods to continue to maintain >60% of the needs.
I played the level you're describing probably a dozen times without understanding the mechanics, and then easily beat it once I understood what needed to be done.
