Not sure if putting tech in the negative is the way to go though - why would you spend any innovation points there?
In SimRE I've lowered the bonuses of these items by half or more.
You can make custom tech to already be researched (therefore costing no innovation points) and the effects will be active for scenario by default. Since there have been several people wanting increased rail costs, this seemed like a viable alternative since we cannot directly edit the costs themselves
Have you tried changing the position of these techs into the negative to make them disappear from the list? Tome probably won't allow it but editing the tdata file might.
I believe that would be possible, I did not get that far as I was simply testing to see if the effects OF the negative tech would actually take effect, which it did not. No point making it hidden, etc if it doesn't work!
