Whenever I open the game even when it's in the beta version with the workshop, it doesn't show Workshop as one of the options. It has only Continue game, New game, Options, and something else

you need to install the beta : http://psteamcommunity.yuanyoumao.com/app/356570/allnews/

Tutorial editor istall:
go to where all your games in steam are.
library, then: Party Hard
then press right mouse.
then beta.
