So how do people mod this game?
How do people create mods for this game? I don't see any tool for download... do you have to rip into the game files mannualy?

Like add skins, new heroes, new maps etc.

nope, in mk9 you can do all that but 11 was basically just released so you won't be seeing anything like that for a few years

You'll have to wait till the game dies. It's always-online with microtransactions, so modding isn't something Warner Bros wants you to do.

And he wont find anything. Most MK modders went underground with MK11 and waiting for eventual Kollection XL Super Duper edition.
