Means something went wrong, cause your actions are correct. Except uou shouldnt run unrestriced exe directly, it should be moddable mode selected when you launch the game through steam.

Mods might be not actually downloaded since this is steam workshop we are talking about. Try resubscribe, verifying cache etc.

With a 'recent' engine update all workshop maps broke and need to be reuploaded. On a 5 year old game where plenty of the old authors are inactive, that's never going to happen. To add insult to injury the update also broke workshop uploads, so even the active authors can't fix their own maps.

If you go to the steam properties in the game and switch to the "legacy" beta then the maps will all work again. Note that it's like a 7gb download, it basically redownloads the whole game, and that doing so will delete your save file.
