The last Banished patch added a lot of new categories / flags for modders to file all the items under. Mods published before mid-2017 will often have issues because they used the old flag system.
So if you have old mods that add items to the game, or that mod the storage capacities, or types of items that can be stored in specific places, or change the flag on stuff (like the old "no burning the coal in houses types of mods) those ones will most likely have issues, ranging from your people not being able to use the items, to complete crashes.
If you've already produced some items made by an old mod and wrongly flagged, simply disabling that mod will not help I'm afraid. You'd have to restart a new game without that mod.
