Essentially, the character herself, although canonically +100 years of age, technically has the body of a young girl and therefore its been deemed too risky to have the model on the Workshop in case someone attempts to flag it for indecent depiction of a fictitious minor.
That said you may be able to get in contact with the author himself and simply ask for a non-steam version of the mod.
