pcars2 is just a bit better than pcars so if money is a problem pcars is ok.
AC is ok so is RR which is fre.
Owning Assetto Corsa and Dirt Rally I can safely say it is so worth it (especially with the sales and a wheel setup!)
Project Cars from what I've heard is great but in the case of the other two:
Dirt Rally: (the dark souls of racing games) simulator, very diffuicult to master and very realistic.This game has courses and tracks in specific place like wales, sweden etc and is very fun.
Assetto Corsa: Fun, easy to mod, lots of customization and pretty much like a do whatever you want to do type deal.
Both games are great from my experience and offer both a simple fun singleplayer experience and also competitive time trials and online races.

In my country the car 2 project is cheaper, at this moment that projects 1 does not offer this

if your pc cannot handle pcars2 then pcars is ok :)
