You can add new voter types. The game completely supports it. However:

This is just irritating. Is there a way by which this can be modified? If not, would it be too much to ask for the devs to put a scroll bar there, so they can fit in, or make it so the interface there can be shrunk?

Victoria 2 had this issue on a much grander scale.
