Have you tried loading the game with the mod launcher? Have you clicked the mod boxes before loading the game?

Do you have the data editor folder and the mod launcher files?

Try deleting the modlauncher.sch file which should force Steam to upload a new one.

Try first to save it to another location to hav it in your back hand. Then restart TL2. This should last to make it work again. TL2 should generate a new uncorrupted modlauncgher.sch by itself then.
If not, uninstall TL and erase the file again after uninstall because it is usually not erased like your savegames are not erased.

May have to reinstall Steam and reinstall Torchlight and verify cache.
