I thought that some were playable if the author included the RTP data. I might be wrong. Otherwise, you need the program to run it. I don't tend to include that data myself when I upload, as it increases file size and there's a 200 Mb limit to posting into the workshop.

It's not available via the Workshop because RPG Maker VX Ace handles the download process. You need the client to download the games. (IE. You don't download things on the workshop. You flag your account access to them via the program / game they're associated with.)

Playing all games regardless of download method requires the RTP if the author has used any RTP files. Anyone can obtain the RTP files, it's free and required to run most RPG Maker games that use them.

how do you upload it to another website with the download

You open an account to Google Drive or any other hosting site you trust and then you post on the site with your preferences so only peoples with the link can download it, you announce it with the link to your game.
