Try the custom world generator mod (not exact name but it should be easy to find in the steam workshop. I'm pretty sure it's the only mod dealing with random map generation). The developer had an option in there for adjusting minor faction difficulty (and I think it's still there but I haven't looked since the most recent update to it).
