Doubling up skin creators per safe is kind of upsetting. People who have community backing are being overlooked. Several skins with thousands upon thousands of visitors and hundreds of favorites are outshone by a recently released gun with a pattern and quick coloring.
One last thing, final skin turn in dates are the cut off and should not be ignored. Seeing a skin for a recently released gun in the safe, even if it is a good skin, should not be put in the running. This messes with the whole system and upsets a lot of people who didnt make any skins post 3/18 only to see a skin made on 3/24 get into the safe.

Now this isnt' to say "if your skin wasn't selected, it wasn't good enough". However, I believe that the developer that inspected the skins felt that it was appropriate to provide 2 slots to a single user, based on the quality of the skins.
Let's look at it this way, If none of the skins had a name attached, All were created by anonymous users. would you be happy with the skins that came from the single creator? i would be. Those skins were kickass!
