I don't know if the alternate links posted by the other commenters work but it's worth a shot.

There's no TorchEd for Torchlight II but we have the official modding tool which is GUTS, you can download it on Steam around Software category.

So, is this gone now?

I can't find it anywhere on steam even when specifically searching for software both on the storefront and in my library.

It's within the Library > Home in the Tools category and it's towards the bottom of the list when configured in alphabetical order.
