Is there a set amount of addons that can be active in your game

I have downloaded a lot of addons and some do not appear to be in the game, is there a set amount or is it a glitch?

they pick the top 50 mods (recents) and those are the ones you can use. You can however increase this by downloading the mods of the website instead of steam. I am hoping they remove this limit as it would be great for people who dont trust website mods or are just simply not allowed for some reason or another.
