I also plan on using two mods together. The Bleach mask and sword mod, which gives a mask that drains health but makes you stronger. With this regerative spell and the mask make a strong combination.

Sorry about that. You get it from Colette Marence in the College of Winterhold. I seem to have put it in the plug-in file summary visible in the Creation Kit, but forgot to put it on this page.

Um, toggleable? By that you mean you cast it and it is permanent until you cast it again? I suppose that I could, but that would defeat the purpose of it being a spell rather than an ability...if that is what you're getting at.
