Currently the drill only shows up after getting past the Glitch mission, which if your character is a fresh one with optional story or whatever, means you have to get it the hard way. A "patched" version that simply moves it to the normal tier 1 item list for Ursa Miner would fix this.
They require completion of one of the Glitch artifact quest to appear in the shop. If you're not that far in the story, or if you have a bugged universe state due to multiplayer, it won't appear.
Upgrade it how? It still works.
It should not be incompatible with anything. Created using "add, bottom of list" notation, so this mod cannot cause conflicts itself.
As to support, there's nothing TO support - it's literally 3 lines of non-conflicting code. This will remain functional on its own through patches unless CF changes the internal name of the drill or to how the merchants in the Outpost are represented (in other words, a total overhaul).

The game's vanilla assets give mech part blueprints an unnecessarily low pixel value, and Ursa is the only vanilla vendor I know of that multiplies the cost of its goods by 10. It gives you that price of 28,000 pixels which, I completely agree, is an appropriate price. The thematic link to mining must have been a very enjoyable coincidence. :)

I'm actually hoping to create a mod with a few more drill tipes to fill the gap between the existing stages of "level ♥♥♥♥" and "god", but have a few other projects I'm working on. The new drills will be a separate mod from this, though.
