@Saki: I don't know what your problem is. They should be able to go into the ground like in the screenshot. You're sure you have this one and not the other ones, that don't lower into the ground? Other than that I don't know, but if you suspect a mod conflict, perhaps disabling a bunch might be worth a try.

I was having issues with these locking into place just above the highway. They were raising and lowering with the road but would never go below it. I use quite a few mods so I'm sure it a conflict or something

Yes and no. There are some with the same model, but not the same functionality. These ones can be lowered into the ground, the old ones can't. And updating the old to function like these would have messed up the placement for everyone using the old. So that's why there are here. :)
