No, it just fills the AIs stock to max (which as far as I know is always 200), everything else is just lost in the nether. This prevents the AI from starving, but doesn't give them a growth bonus if they're in negative food.
The only slight problem is that AIs, unlike players, will basically "start" with a fiull stockpile, but overall an elegant solution.
1.6 does indeed fix the problem though, dev says that in post #33 in the thread linked below.

I would even take this mod as a proper hotfix for the game until they tweak the AI properly for the global food mechanics.
