Try Find it! mod. For search this building you can use keyword "Zvezdnyi", for this and my other buildings you can use keyword "Krasnodar".
This and my other residential buildings are made especially for RICO mod. Of course, you can build them as unique, but it will not have homes or workplaces. Also I didn't change default parameters (level (category), electric, water consumption, cost etc.) for unique building, because it don't matter for RICO building.

@StrictNine of course, but there are no really tall buildings in Krasnodar. The tallest building in this city have 99,2 meters from ground, located in big distance from airport and... unbuilt :)
Also our construction companies very like to use mix of white and blue colors for high-rise buildings.

Point of fact, the usage of blue on buildings/sky scrappers (at that time) was highly discouraged and in some countries -outright forbidden - due to planes confusing tall blue buildings with the sky. :)
