I'm not sure if this comment seection is active, but I tested both of your mods (south korea and North korea) and if I pick either of one as my main Civilzation and add the other korea civ (eg: I'm North Korea and I add South korea in the game), only 1 will load. I figured it has something to do with Ynaemp or something. Just a bug i encountered

Feel free to make your own koksan model for the mod to use, then. I'm sure your fellow koksan enthusiasts will be thrilled that you've resolved this tantalising and immersion-ruining mistake made by a deserter who was too lazy to expand the notoriously limited library of unit models himself

The AI is perfectly able to found Cities. Idk what the dude 6 months ago was meaning by only having Pyongyang, maybe he's referring to the screenshot that exists solely to show off the colours idk
