The only reason I released these are because the original pack was taken down. These models have a lot of inexplicable errors that I simply can't explain-- missing textures, pitch black necks, impossible to facepose in sfm, etc.

I really don't want to put the effort into scrounging through my old computer, redownloading all of my resources, and fixing the errors. I'm sorry, but these were never really used to any great extent, nor were they a project of love like my civil protection pack

Yes and no. They do not replace HL2 citizens, rather they replace the old Beta citizens pack released long ago.
