This is because you haven't added the RICO .xml file.
Go to where the saved asset is saved (AppData\Local\Colossal Order\Cities_Skylines\My Assets) create a new folder in the My Assets folder, put the asset you created in the folder with this file [www.filedropper.com], you will have to edit the .xml file.
Open the file, notepad or wordpad will open it and change the name of the building (Torre_El_Faro-Puerto_Madero_RICO) to the same as the asset .crp filename that you created and save it leaving the .xml filename unchanged.
The next time you play the game it should be in the RICO menu.
