Not sure if this is still like being worked on or whatever, however, there seems to be an issue when changing from global to local (red to green) and vice versa. The green circle is still used when trying to speak globally meaning only people who would be in your green circle can hear you when you press R to go into global mode.

Just pull it out. Green= the zone around you and you can increase it by left and right clicking. press r to talk global.

The server that I go to has it coded for it to only work fully for certain ranks. Sorry for asking, but oh well :P

Should be working. Check if your mic is setup for ingame. Also turn it on and off again
