Yes, people on the forum have reported the issue as well.
However, this works fine when played with EdB on its own, so the problem lies elsewhere.
My best guess is that you might have hospitality installed and a few other mods.
For now I deleted the hidden.xml file from this mod since steam users don't have the luxery of doing this themselfs. This seems to fix the problem for now.

FYI - for me, this mod prevented EdB Prepare Carefully from working
