But you alredy can change the crosshair color to anything in the console + you can make it non-dynamic if you want, so what's the point?

Every custom crosshair is visible during cutscenes. You have to turn the default crosshair off, too, by typing crosshair 0 in the console.

Unfortunately this is a cross hair that goes inside the default crosshair and is always visible including during cutscenes. A tad bizzarre. In it's favor, it's near the holy aquamarine range of colors xD
