I would like to kindly point out my speculation of the possible reasons:
I'm most likely assuming is probably because Alex Vestin wanted to make most of them usable as:
1: Generic soldiers from other countires.
2: Or also so they can be used as mercenaries of a private army or armies.
3: Or even Special Ops Soldiers from any country.
And 4: Any of the above for the poser's desires.
