You have to choose - either you use the basic fertilizer of the game (guano for plant fertilization and ash for volcano seedlings), or you use ash =as= guano and cannot fertilize the plants from the volcano.

Apparently, this problem is caused by the replacement of the ash concepts for the game, and it does not add fertilization function as for regular guano, but completely changes the type from "ash" to "guano".
