Sorry. Somehow I've been desubscribed to the thread, and only just realised it.
I've been off modding for the last half a year, but I'm hoping to get back into it within the month.
Your suggestions look quite good to me, and I've always been bad at writing stuff like this, so expect to see most of it implemented in the next patch^^ (Now, if only I could get find the skills to make some good icons, everything would be great:P)
I'm afraid that this is because of my lack of imagination, for the most part. As I've had problems finding "good" negatives for scientists, that does not straight up make them useless if they are applied.
Though with the last few expansions, I should have a bit more room to work with, so I should definitely look into creating a few more.
You can freely use them in your mod, or not. You're the boss!

Not an issue or anything, just curious.
At this point you are doing more work on this mod than I am. So I would at least like to add you as a contributor to the mod. I could also set up a dropbox if you would like to get a more direct way to fix/change stuff.
Governor Iron Fist trait has invalid prerequisite for tech_ethical_equations - Vanilla doesn't have this requirement, and the opposite does not. I recommend removing it.
00_scientists_traits.txt lacks the leader_trait_curator. This causes many things to break. Copying the curator trait from the vanilla file fixes this.
00_governor_traits.txt:
Lines 75 and 89 use planet_ship_build_speed_mult when it should be spaceport_ship_build_speed_mult
Lines 130 and 143 use building_hydroponics_farm_1_build_cost_mult when it should be hydroponics_farm_build_cost_mult
00_ruler_traits.txt Lines 280 and 295 use shipsize_terraform_station_build_cost_mult - This modifier is obsolete and should be removed.
Line 207 has "trait_ruler_Peaceful" as opposite instead of "trait_ruler_peaceful"
00_scientist_traits.txt lines 167-202 use outdated versions. They should be replaced with vanilla 00_scientist_traits.txt lines 130-257
